The main areas of work and progress are as follows:
First, we will enhance the technological innovation capabilities of manufacturing industries, adopt a new mechanism to "expose the leadership", and organize the unveiling of key tasks for innovation in the new generation of artificial intelligence industries, so as to speed up breakthroughs in key areas. We will improve the manufacturing innovation system, and this year approved the construction of four national manufacturing innovation centers, including the Intelligent Network Alliance Automobile, Rail Transit Equipment, Agricultural Machinery Equipment, and Advanced Functional Fiber. A total of 13 national manufacturing innovation centers have been approved and 107 provincial manufacturing innovation centers have been designated. With the focus on the "four bases" of industry, the "one-package" breakthrough and "one-stop" application have been carried out to continuously improve industrial basic capabilities.
Second, we will promote the optimization and upgrading of the industrial structure. We will vigorously promote the technological transformation of enterprises and promote the digital, networked and intelligent upgrading of traditional industries. We will implement green manufacturing projects, promote the development of key areas such as motor vehicle networking, robotics, and smart speech, and have issued policy documents such as the Action Plan for Industrial Development of Car Networking(Intelligent Network Automobile) and the Robot Industry Development Plan. We supported the establishment of the Jiangsu(Wuxi) Vehicle Network Pioneer Area, approved the creation of the Shanghai(Pudong New Area) Artificial Intelligence Innovation and Application Pioneer Area, innovated the cultivation of clusters, organized public bidding, and cultivated a number of advanced manufacturing clusters.
Third, promote integrated development. We will further implement smart manufacturing projects, foster a number of standard enterprises, promote the application of national smart manufacturing standards, and develop and expand suppliers of smart manufacturing system solutions. We will further promote "Internet +" and "Smart +" to enable manufacturing industries to transform and upgrade. We will implement the digital transformation of manufacturing industries and speed up the construction of a standard system for the integration of two industries and the promotion of standards. We will promote the application and pilot demonstration of big data, select 94 outstanding cases that are representative and exemplary in industry, and promote about 50 enterprises to complete data management capacity maturity assessments.
Fourth, we will support the development of small and medium-sized enterprises, thoroughly implement the Law on the Promotion of Small and Medium Enterprises, implement various policies and measures to promote the development of small and medium-sized enterprises, improve the construction of public service platforms for small and medium-sized enterprises, and foster more specialized and new "small giants" and individual champions. The list of the first batch of 248 special and new "small giants" enterprises was announced, and an action plan to promote the inclusive development of large and medium-sized enterprises was launched to enhance the professional capabilities and levels of small and medium-sized enterprises.
Fifth, create a favorable environment for development. The VAT tax rate for manufacturing has been reduced from 16 percent to 13 percent, guidelines have been issued to promote the healthy development of small and medium-sized enterprises, special actions have been organized to clear arrears in the work of small and medium-sized enterprises of private enterprises, policies and measures for financial support for manufacturing development have been implemented, and pilot cooperation in production and finance has been promoted. Strategic cooperation agreements have been signed with China Taibao Group, China Construction Bank and other financial institutions to deepen high-quality manufacturing development. The timetable for the opening of automobiles has been clarified, and restrictions on foreign investment in the smelting of rare earth and other mineral resources, as well as the production of rice paper and ink ingots, have been removed. The general manufacturing industry has been fully opened to the outside world.
